Our client is a fast-growing proprietary trading firm managing hundreds of millions of dollars in trading volume. They are seeking a hands-on Director of Technical Program Management to lead complex, high-stakes technical initiatives across multiple engineering studios, while owning budget oversight and delivery execution.

As Director of Technical Program Management, you will own execution strategy across architecture, digital transformation, cloud migration, AI, and platform engineering initiatives. Working closely with the CTO, EVP, and engineering leadership, you’ll remove roadblocks, drive delivery excellence, and enforce best-in-class governance and milestone tracking

This Role Includes:

• Program & Project Management: Own and drive multiple high-impact technical programs, ensuring on-time delivery of platform enhancements, infrastructure upgrades, and engineering initiatives.

• Technical Roadmap Execution: Translate the CTO’s strategic vision into a structured, actionable roadmap, tracking milestones, risks, and dependencies across teams.

• Budget Management: Manage and optimize large technology budgets balancing delivery speed, quality, and cost-effectiveness.

• Technical Team Management: Manage the overarching projects while managing/directing the technical teams (Engineers, DevOps, etc.).

• Agile & Scrum Leadership: Lead Scrum ceremonies, sprint planning, and backlog grooming to ensure engineering teams deliver efficiently.

• Governance & Best Practices: Establish SOPs, release management processes, documentation standards, and compliance frameworks for engineering teams.

• Cross-Functional Collaboration: Bridge engineering, product, and business teams, ensuring alignment on priorities and dependencies.

• Risk Management: Identify and mitigate technical and operational risks, keeping leadership informed of roadblocks and proactively addressing gaps.

• Stakeholder Communication: Regularly report progress, metrics, and updates to executive leadership, investors, and key stakeholders.

• Delivery Accountability: Take full ownership of ensuring teams deliver on schedule, within scope, and at the highest level of quality.

• Process Optimization: Continuously improve engineering workflows, from SDLC (Software Development Lifecycle) enhancements to automation of release processes.

• Vendor & Partner Management: Oversee third-party relationships, ensuring vendors meet SLAs and align with the company's long-term strategy.

Qualifications:

• Technical Expertise: Deep understanding of digital transformation, architecture, and solution architecture principles, even if you haven’t written code.

• Program & Project Management:
  • 5+ years leading large-scale technical programs in fintech, SaaS, or high-growth tech environments.
  • Experience running Scrum, Kanban, and SAFe Agile methodologies.
  • Strong background in release management, governance, and process optimization.

• Proven Direct Management: Demonstrated experience directly managing technical teams (developers, QA, architects, DevOps) with accountability for hiring, performance management, and team growth.

• Budget Accountability: Demonstrated experience managing and being accountable for large-scale program budgets.

• PMP, PgMP, or SAFe Certification is a plus but not required.

• Proven Delivery Ownership: A history of owning and delivering complex engineering projects with cross-functional teams.

• Cloud & Infrastructure Knowledge: Exposure to AWS, GCP, Azure, microservices, and CI/CD pipelines is highly beneficial.

• Operational Excellence: Ability to enforce SOPs, governance frameworks, and structured reporting to keep teams accountable.

• Executive-Level Communication: Ability to synthesize complex technical topics into clear, actionable updates for leadership.

• Proactive Problem-Solver: You anticipate challenges, remove blockers, and drive execution with urgency and precision.
